The Florida Health Care Responsibility Act (HCRA) helps eligible uninsured Florida residents receive emergency hospital care while ensuring participating hospitals are reimbursed for covered services. Unlike Florida Medicaid, HCRA is not health insurance. Instead, it is a county-funded program that may pay for qualifying emergency hospital services when a patient receives care outside their county of residence and meets financial eligibility requirements.
