The Agency for Health Care Administration (Agency) is excited to announce the upcoming statewide launch of the Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) Program, beginning October 1, 2025!
What is ICMC?
The Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) Program is a new statewide Medicaid program that provides people with intellectual and developmental disabilities all their regular healthcare services plus home and community services and other extra benefits. This important initiative is designed to ensure individuals with intellectual and developmental disabilities receive the services they need through a coordinated, person-centered approach. Services will be provided by Florida Community Care (FCC), a current Medicaid health plan.
To help prepare for this program expansion, the Agency and FCC will be co-hosting a series of community meetings across the state. These gatherings are a great opportunity for families, recipients, providers, and community advocates to learn more about the program, ask questions, and share feedback. Topics will include enrollment, service benefits, and what to expect as the program rolls out.
Each meeting will also feature an open house with booths hosted by key stakeholders. This is your chance to connect directly with program experts, gather helpful resources, and get answers to your questions about ICMC and related services.

We are already a part of the pilot program called IDD. Is this the same program?
Yes, this is the same program with a new name. What used to be called the "IDD Pilot Program" is now the ICMC Program as it expands statewide. If you're already enrolled in the pilot, you don’t need to do anything; you'll automatically continue receiving all your current services and benefits through the ICMC Program.
How is ICMC different from the iBudget Waiver?
ICMC offers similar home and community services as the iBudget Waiver but FCC will also cover medical services and offers expanded benefits like a gym membership, grocery card, and summer camp funding. You also get a dedicated case manager.
What happens to your place on the iBudget Waiver pre-enrollment list?
You come off the pre-enrollment list when you enroll in ICMC, but you can return anytime. The pre-enrollment list is assigned based on your current need level, not time waited, so returning doesn’t mean starting over.
After one year in ICMC, you also have the option to move to the iBudget Waiver or Long-Term Care Waiver.
